The city of Wolmirstedt with its districts Elbeu, Farsleben, Glindenberg and Mose is located only a few kilometers north of the state capital Magdeburg between the Magdeburger Börde and Colbitz-Letzlinger Heide and belongs to the district Börde. Today, about 11,700 inhabitants live here in the corner between the rivers Ohre and Elbe. You can reach Wolmirstedt via the nearby A14/A2 freeways and subsequently via the B189 from Magdeburg or Stendal, or by train using the S-Bahn service close to the city.
To strengthen our team, we are looking for you as a new colleague for a permanent full-time position at the earliest possible date
Head of Organization and Human Resources (m/f/d)
with an average weekly working time of 39 hours. Remuneration will be in accordance with TVöD-VKA in pay group 11, subject to a final job evaluation.
What tasks in particular await you?
- Management of the specialist service:
o Coordination, optimization of work processes, development and specification of uniform guidelines within the framework of specialist, personnel, organizational and budget responsibility;
o Budget and budget planning of the specialist service; - Personnel matters:
o Processing basic personnel management issues as well as personnel planning, recruitment, personnel deployment and personnel development; - Organizational responsibility:
o Initiating and evaluating organizational studies;
o Managing organizational plans to ensure the efficient deployment of employees:
o Creating and updating the business distribution and task allocation plan;
o Creating job descriptions and job evaluations;
o Coordinating and creating job plans;
o Creating bylaws, guidelines and agreements;
o Participating in the preparation and implementation of elections; - IT / digitalization:
o Legally review IT contracts;
o Strategic planning, implementation, expansion of the digitalization of the administration and downstream facilities; - Procurement Office:
o Personnel matters of the Central Procurement Office; - Archive:
o Organization and digitization of the archive; - Office of the City Council:
o Processing matters relating to the municipal constitution;
o Responsible for drawing up and monitoring compliance with the main statutes, rules of procedure, compensation statutes and service instructions in cooperation with the clerks; - Clarification of municipal law matters of fundamental importance;
- On-call duty of the town of Wolmirstedt for emergency response;
- Participation in meetings of the political bodies.
What should you bring with you?
- Prerequisite:
o Completed studies (Diploma (FH), Bachelor) as an administrative specialist, administrative economist or a completed employee training course II;
o Very good to excellent knowledge of labor and collective bargaining law, civil service law and municipal law;
o Knowledge of MS Office;
o A class B driver’s license and the willingness to drive a company vehicle.

o practical experience in personnel administration as well as organizational and personnel development;
o high sense of responsibility, high resilience, flexibility, commitment and reliability, communication skills and negotiation skills;
o structured and independent way of working;
o confident and fluent in written and oral language.
