    Announcement on the right to inspect the electoral roll and the issuing of polling cards for the election of the full-time mayor of the town of Wolmirstedt

    1. The electoral roll for the mayoral election for the city of Wolmirstedt
      the electoral districts of the city of Wolmirstedt 001 to 010
      will be published from 18.08.2025 to 22.08.2025
      during the general office hours Tuesday: 9.00 am to 11.30 a.m.
      1.30 p.m. to 6.00 p.m.
      Thursday: 1.30 p.m. to 3.30 p.m.
      Friday 9.00 a.m. to 11.30 a.m.

      for inspection by persons entitled to vote. Every person entitled to vote has the right to inspect the electoral roll on working days from the 20th day to the 16th day before the election and to check the accuracy or completeness of the data entered about him/her in the electoral roll. If a person entitled to vote wishes to check the accuracy or completeness of the data of other persons entered in the voters’ register, he or she must provide credible evidence of facts which may indicate that the voters’ register is incorrect or incomplete. The right to verification does not apply to the data of eligible voters for whom a blocking notice has been entered in the register of residents pursuant to Section 51 (1) of the Federal Registration Act.
      The electoral roll is kept in an automated process. It can be viewed using a data display device.
      You can only vote if you are registered on the electoral roll or have a polling card.
    2. Anyone who considers the electoral roll to be incorrect or incomplete may lodge an objection with the City of Wolmirstedt, Einwohnermeldeamt, August-Bebel-Str. 25, 39326 Wolmirstedt, between the 20th day and the 16th day before the election, at the latest by 11.30 a.m. on 22 August 2025. The application for correction can be made in writing or by declaration for the record.
      Anyone applying for a correction of the electoral roll must provide the necessary evidence, unless the alleged facts are obvious.
    3. Eligible voters who are entered in the electoral roll will receive a voter’s notification by 17.08.2025 at the latest. Anyone who has not received a voter’s notification but believes they are entitled to vote must inspect the electoral roll and, if necessary, submit an application to correct the electoral roll if they do not want to run the risk of not being able to exercise their right to vote.
    4. A person entitled to vote who is entered in the electoral roll receives a polling card upon application.
    5. A person entitled to vote who is not entered in the voters’ register may apply for a polling card
      1. if he or she can prove that he or she missed the deadline for applying to have the voters’ register corrected through no fault of his or her own;
      2. if his or her right to participate in the election only arose after the application deadline had expired.

      Applications for polling cards can be submitted in writing or verbally to the City of Wolmirstedt, August-Bebel-Str. 25, 39326 Wolmirstedt, by 3 p.m. on September 5, 2025. The written form requirement is also deemed to have been met by fax, email or other documentable electronic transmission. Accordingly, it is also possible to apply for a polling card/postal voting documents online on the Wolmirstedt municipal website. The online application for a polling card is possible until 29.08.2025, 11.00 a.m., with postal delivery as well as until 05.09.2025, 11.00 a.m., with self-collection at the electoral office. Applications by telephone are not permitted.

      An eligible voter with disabilities may use the assistance of another person to submit the application; Section 47 KWO LSA applies accordingly.

      The applicant must provide their surname, first name, date of birth and home address (street, house number, zip code, town). Anyone submitting the application on behalf of another person must prove that they are authorized to do so by submitting a written power of attorney.

      Persons not entered in the electoral roll who are entitled to vote may still submit their application until 3:00 p.m. on the day of the election for the reasons stated under points 5.1 and 5.2. The same applies if the person entitled to vote declares in writing that they are unable to attend the polling station due to sudden illness or can only do so with unreasonable difficulty. Lost ballot papers or ballot papers not received in time will not be replaced.

      If an eligible voter credibly asserts that he or she has not received the requested polling card, he or she may be issued a new polling card up to 12:00 noon on the day before the election.

      Ballot papers and postal voting documents may only be handed over to a person other than the person entitled to vote in person if the authorized person has already been named by the person entitled to vote on the application for the ballot paper or if the authorization to receive them, for example in the case of Section 24 (5) sentence 3 KWO LSA, is proven by the submission of a written power of attorney. § Section 24 paragraph 1 sentence 4 KWO LSA applies accordingly. The power of attorney may only be used if the authorized person does not represent more than four eligible voters; he or she must assure the municipality of this in writing before receiving the documents. Upon request, the authorized person must provide proof of identity. The issuing authority shall note this on the application for a polling card. When the documents are handed over to another person, notification of this is sent to the residential address of the person entitled to vote, stating the name of the authorized person and the date of issue.
    6. Anyone who has a polling card may vote in the election by casting their ballot in any polling district in the electoral area or by postal vote.
      The polling card must be accompanied by
      1. an official ballot paper for the electoral area
      2. an official ballot paper envelope
      3. an official ballot paper envelope and
      4. an information sheet on postal voting

      A person entitled to vote who is unable to read or is prevented from casting their vote due to a disability may use the assistance of another person to cast their vote. The assistant must be aged 16 or over. Assistance is limited to technical assistance in expressing a voting decision made and expressed by the person entitled to vote. Assistance is not permitted if it is provided under improper influence, if it replaces or changes the voter’s self-determined will or decision or if there is a conflict of interest on the part of the assistant. The assistant is obliged to keep confidential any knowledge of another person’s election that they have gained in the course of providing assistance.

      In the case of postal voting, voters must send their ballot paper to the municipal returning officer of the municipality in which the ballot paper was issued in the sealed ballot paper envelope
      1. their ballot paper
      2. their ballot paper in the ballot paper envelope
      in good time for the ballot paper to be received by 6:00 p.m. on the election day at the latest. The ballot letter can also be handed in there.

      If the person entitled to vote collects the polling card and postal voting documents from the municipality in person, they can cast their postal vote on the spot.
